In October 2008, the Williams Lake Fringe Area Official Community Plan received first and second readings by the Cariboo Regional District (CRD) Board of Directors. Current application volumes have prevented staff from moving ahead with the OCP, such as writing a section regarding First Nations, and incorporating Board of Directors approved amendments regarding Greenhouse Gas and Climate change. Other matters for consideration are contemplation of current policy approach to matters such as interface fire, and perhaps inclusion of language pertaining to accessibility and affordability.

The CRD is currently having consultant prepare a replacement OCP for the 150 Mile House area, as well a new OCP for the Green Lake area. It is hoped that objectives and policies will be similar, if applicable, for all the OCP’s.

Staff have undertaken extensive consultation on the OCP with government agencies, including the Agricultural Land Commission. Of main importance in addition to the text updates, is the public consultation. We would like to hold at least one and perhaps two public information meetings to present the OCP. The CRD will take care of advertising costs, meeting room costs etc. It is expected that the public meeting(s) would be held during late September to early October. We would require the consultant to also attend the public hearing, and perhaps the board meeting when third reading is being considered.

We would like to attempt to conclude the OCP during 2010.

Map schedules have also been posted. Any physical mapping updates will be undertaken by the CRD.

Staff are expecting expressions of interest from consulting firms in the range of $10,000 to $15,000. You may wish to provide a per meeting cost as well as a cost to update the OCP.

The Expression of Interest should be submitted on or before June 18, 2010
