Under the Solid Waste Management Plan, the Cariboo Regional District (CRD) will collaborate with the Recycling Council of British Columbia in the operation of an institutional, commercial and industrial (ICI) waste exchange program. The CRD will provide local support for the program through the development and distribution of promotional materials to the ICI sector. Staff has produced a brochure for distribution.

The purpose of the materials exchange program is to encourage the transfer of materials between generators and potential users of "waste" materials.
At a time when communities are becoming increasingly aware of the hazards of dumping wastes, and industry is feeling increasing pressure to reduce the cost of production, waste exchanges emerge as an attractive and inexpensive way of managing wastes by recycling and reusing industrial by-products. By assisting industry's efforts to increase the efficiency of manufacturing and processing operations, exchanges promote the preservation of natural resources and the environment for future generations.
The CRD will also be developing procurement standards for local government purchases and will suggest standards for local business, including durability, reusability, recyclability of products, and recycled material content.
The above efforts are expected to reduce waste generation within the CRD by 4 to 7 percent.
The following programs will be considered in future plan reviews:
- central composting at the 100 Mile House, Williams Lake, and Quesnel landfill sites;
- banning of recyclable items at the 100 Mile House, Williams Lake and Quesnel landfill sites.
